In March 1947, President Harry S. Truman signed Executive Order 9835, which created the "Federal Employees Loyalty Program." Loyalty revideo boards were used to discover how "American" federal emplyees were. The Program reccommended that those deemed to be "un-American" - or those who had too many ties to the Soviet Union - should be terminated.

The House Committee on Un-American Activities (HUAC) investigated the character of suspected communists. People were in danger of losing their job, their reputation, and their way of life simply due to accusations and hearsay.
